COLREG Rule 17: Action by Stand-On Vessel
When two vessels are in a situation where one must keep out of the way, the stand-on vessel should normally maintain her course and speed. However, if it becomes apparent that the give-way vessel is not taking appropriate action, the stand-on vessel may take action to avoid collision.
Stand-on vessel: Keep course and speed
Give-way vessel: Take early and substantial action
If collision risk remains: Stand-on vessel may maneuver to avoid collision
Maintain: Proper lookout and continuous assessment
Goal: Prevent collision and ensure safe navigation
Know your responsibilities
Act early when necessary
Never rely blindly on the other vessel
