COLREG Rule 7 – Risk of Collision

Never assume another vessel will alter course. COLREG Rule 7 requires every vessel to use all available means to determine whether a risk of collision exists. If there is any doubt, the situation must be treated as a collision risk and appropriate action should be taken immediately.

Maintain a proper lookout by sight, hearing, and all available means.

Assess bearing, distance, relative speed, and course continuously.

Monitor CPA (Closest Point of Approach) and TCPA (Time to CPA).

Use radar, ARPA, AIS, ECDIS, VHF, and visual observations together.

Consider restricted visibility, traffic density, and vessel limitations.

When in doubt, assume the risk exists and act early.
